Founded in 1967, Lakeland Community College now serves more than 6,500 students annually and provides a continuum of education, from offering college credit courses for high school students to preparing students for the workforce upon completion of certificates, associate degrees or transfer to a four-year institution. Additionally, the college is home to over a dozen Holden Partnership Programs where Lakeland students and staff can continue on with bachelor’s, master’s and doctoral programs.
The Director of Budgeting directs and coordinates all budget preparation and oversight activities of the College; maintains and analyzes accounting records and prepares financial reports, statements, and internal/external reports for assigned funds.
RESPONSIBILITIES (non-inclusive)
- Work with department administrators and others to develop, administer, and monitor the annual operating and capital budgets, College financial plans, and pro forma statements.
- Perform, or provide leadership and support for: 1) developing standard and customized reports; 2) recommending and implementing budget development and monitoring process improvements.
- Coordinate and perform short-term and long-range forecasting functions including project cost and budgetary implications of new programs.
- Perform all necessary functions to budget, monitor, and evaluate revenue sources for the College such as subsidies, tuition, levies, and fees.
- Train or provide support to others on campus responsible for department or division level budget preparation and administration, including Banner financial functionality and report generation, financial proposal development, and financial policies and procedures
- Perform assigned duties to ensure coordination with a variety of constituents both externally and internally regarding restricted scholarship grants and restricted programming funds.
- Maintain accounting records, record/reclassify expenses and revenues and prepare financial statements and reports for assigned funds. Prepare monthly and fiscal year-end journal entries and perform closing procedures for assigned funds
- Track expenditures and revenues related to grant-funded activities.
- Assist in the daily, monthly and year-end financial closings. Perform year-end maintenance on files and make appropriate changes for upcoming year.
- Anticipate and meet all customer needs accurately, professionally, and with a commitment to customer satisfaction.
- Ensure compliance with College record retention policies applicable to the Budgeting Department.
- Perform other duties as assigned.
QUALIFICATIONS
A. Education and Experience
- Bachelor's degree in Business, Accounting, or Finance is required. A Master's in Business Administration or Public Administration and/or licensure as a Certified Public Accountant or Certified Management Accountant is preferred.
- A minimum of seven years of progressively responsible accounting or budget experience focusing on budget preparation/administration and analysis is required. Fund accounting experience is preferred.
B. Knowledge, Skills and Abilities
- Thorough knowledge of accounting theory, principles, concepts, practices and procedures.
- Knowledge of generally accepted accounting principles (GAAP).
- Strong technical financial analysis skills.
- Proven problem-solving, project management and organizational skills.
- Effective teamwork and leadership skills including demonstrated professional written and verbal communication skills.
- Ability to work collaboratively as part of a team and provide exceptional customer service to a diverse population.
CONDITIONS OF EMPLOYMENT
- This is a 12-month, year-round exempt position assigned to pay grade 5 of the Administrative and Supervisory/Professional Salary Schedule.
