Lakeland Community College - Programmer/Analyst II - Enterprise Data and Security

Founded in 1967, the College now serves more than 6,500 students annually (AY 2024-25) and provides a continuum of education, from offering college credit courses for high school students to preparing students for the workforce upon completion of certificates, associate degrees or transfer to a four-year institution. Additionally, the college is home to the Holden Partnership Programs where partner, four-year institutions offer bachelor’s, master’s and doctoral programs. An extraordinary transformation to both the college’s physical campus and its culture of student success is currently underway.

The Programmer/Analyst II – Enterprise Data & Security position is responsible for the design, development, integration, governance, and protection of Lakeland Community College’s enterprise administrative data and systems. This role blends senior-level ERP programming and reporting responsibilities with forward-looking contributions to data governance, data security, and analytics readiness. The primary focus of this position is to sustain and enhance the College’s Ellucian Banner ERP, enterprise reporting, and ERP data security environment. In parallel, the role supports the College’s longer-term transition toward formalized data governance, improved data quality, analytics enablement, and the eventual migration of Banner to the Ellucian cloud. This position participates across the full application and data lifecycle, including requirements analysis, solution design, development, testing, deployment, documentation, governance alignment, and ongoing operational support.

DUTIES AND RESPONSIBILITIES (Non-inclusive)

Primary Responsibilities: Enterprise Systems and ERP Data Support

  • Develop, maintain, and optimize Oracle SQL and PL/SQL code, including queries, stored procedures, functions, and triggers.
  • Provide operational support and enhancements for the Ellucian Banner ERP system, including configuration, data integrity troubleshooting, rule design, and user assistance.
  • Serve as Banner ID security administrator for Banner and related backend systems, including role design, access reviews, and audit support.
  • Support and administer the Evisions platform (Argos, FormFusion, IntelliCheck), including report development, user provisioning, security configuration, scheduled job management, and server/application maintenance.
  • Design and develop enterprise reports and data extracts to support academic, administrative, and compliance needs.
  • Support and maintain existing custom applications and integrations; contribute to modernization or replacement of legacy solutions over time.
  • Troubleshoot and resolve application, data, and integration issues in collaboration with technical and functional teams.

Secondary Responsibilities: Data Governance and Analytics Enablement

  • Lead or co-lead the development and implementation of institutional data governance practices and stewardship models.
  • Define and maintain authoritative data sources, enterprise data definitions, and reporting standards.
  • Assist in the design and implementation of a centralized data warehouse or analytics repository.
  • Establish data quality monitoring and validation processes.
  • Partner with functional offices to align reporting needs with governed data assets.
  • Support data security, access controls, and compliance requirements related to institutional data.

Systems Analysis and Operational Support

  • Gather and analyze business requirements through interviews and collaborative working sessions.
  • Design solutions for new systems or enhancements to existing systems.
  • Develop testing specifications, deployment procedures, and technical documentation.
  • Research system software problems and coordinate vendor or third-party support as needed.
  • Train users in one-on-one or group settings on system functionality and reporting tools.
  • Attend training and professional development activities to maintain and expand technical skills.
  • Perform related duties as assigned.

QUALIFICATIONS

Education and Experience/Training

Required:

  • Bachelor’s degree in information systems, computer science, or a related technical field; or an equivalent combination of education and experience.
  • Minimum of five (5) years of progressively responsible experience in systems analysis, application development, and enterprise system support.
  • Strong experience with Oracle SQL and PL/SQL.
  • Experience supporting an enterprise ERP system (Ellucian Banner or similar).
  • Experience developing and supporting enterprise reports and data extracts.

Preferred:

  • Experience in a higher education IT environment.
  • Experience supporting Evisions/Argos or a comparable enterprise reporting platform.
  • Experience with data governance, data stewardship, or enterprise data management.
  • Experience designing or supporting data warehouses or analytics repositories.
  • Experience with analytics platforms (e.g., Power BI or similar).
  • Experience with APIs, web services, Cold Fusion and system integrations.
  • Experience with ERP security models and audit support.
  • Exposure to cloud-hosted ERP environments or cloud migration initiatives.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Strong analytical and problem-solving skills with a solid foundation in relational database design and development.
  • Working knowledge of ERP systems, enterprise reporting platforms, and data integration concepts.
  • Working knowledge of enterprise data governance, data quality practices, and ERP data security concepts.
  • Ability to manage multiple projects independently while maintaining effective communication and collaborative working relationships.

PHYSICAL ACTIVITY LEVEL

  • Medium: Ability to grasp, lift or carry items weighing up to 25 lbs., occasionally above head.

CONDITIONS OF EMPLOYMENT

  • This is a year-round exempt position assigned to pay grade 4 of the Administrative and Supervisory/Professional Salary Schedule. The anticipated hiring range is $56,735 - $72,337/year.
